Environment law in Rule management application
For several groups of policymakers, lawyers, geo-information experts, multi-day guidance programs were provided to understand the different information models and standards behind the Digital System for the Environment Act (DSO).
The emphasis is on making the competent authorities (governments) expert in order to convert their own rules, approvals, regulations in various regulatory texts in the field of environmental law into good legal rules, applicable rules, user questions and decision trees. This mainly concerns the concepts and other views of DSO, but also the way in which these rules can ultimately be registered in the Moxio Rule Management application.
The participants are able to rewrite their own rules in a different way (from the point of view of an initiator of an environmental issue) and to make them suitable for the demands placed on their own organization by DSO and the Environment Act. These experts are able to further disseminate the acquired knowledge to colleagues and thus prepare their own organization for the new processes and challenges that the environmental law entails.
incertex has set up a digital information model behind the environmental documents of various clients. Based on that specific model, incertex has also provided the setup and filling of the Rule Management application. This included all aspects mentioned in the STOP, STTR, and STAM standards. This also included the preparation of the environmental document, the creation and linking of terms and references to external laws and regulations, the preparation of applicable rules for the permit check in DSO and submission requirements for applying for a permit or making a notification. In each trajectory, there was a very intensive contact with the own officials of the client so that the result fully met the wishes of the client. Thanks to the intensive contact, incertex could also advise on possible improvements to the environmental document to bring both the client and the end user closer together.
